Technical Delivery Manager

Location: 1-2x/week in Leeds

Rate: £550/day Inside IR35

Clearance Required: BPSS

Duration: 8 Months

***Experience within Public Sector/Public Health is highly preferred***

About the Role:

We're seeking an experienced Technical Delivery Manager to lead the successful delivery of complex, high-impact digital and data projects within the public sector. You’ll play a key role in managing cross-functional teams, ensuring timely and high-quality delivery of technology solutions that make a real difference to citizens and public services.

This role requires a strong understanding of agile delivery, stakeholder engagement, and the ability to navigate the unique challenges of public sector environments.

Key Responsibilities:

• Own end-to-end delivery of technical and data-focused projects across multiple workstreams
• Lead multidisciplinary teams, including engineers, analysts, and product managers
• Work closely with public sector stakeholders to define scope, timelines, and success metrics
• Manage risks, issues, dependencies, and changes to delivery plans
• Ensure compliance with government standards and frameworks (e.g. GDS, DDaT)
• Champion agile delivery methods and continuous improvement
• Provide clear, regular reporting and assurance to senior leadership and delivery boards

Essential Skills & Experience:

• Proven experience delivering digital or data programmes in the UK public sector
• Strong understanding of technical project delivery – ideally within data, cloud, or software development contexts
• Familiarity with agile delivery frameworks (e.g. Scrum, Kanban) and associated tools (e.g. Jira, Confluence)
• Excellent communication and stakeholder management skills, including senior government stakeholders
• Experience working within governance-heavy or regulated environments
• Ability to lead teams through uncertainty and deliver against tight timelines
• Knowledge of GDS service standards, assurance gates, or government procurement frameworks (nice to have)
